June 10th, the Ministry of Transport (MOT) issued a Notice on the Implementation Measures of International Container Liner Freight Recording. This notice will come into effect on June 15th, 2009 and the transition period will be for 45 days afterwards.
Compared with the previous iterations, this official notice makes some key adjustments: confirming the definition of basic ports as those "listed in the official list from the MOT, directly handling vessels for all liner operators (including vessels with rented and shared space)": in addition to the specification that "recorded freight range will come into effect 30 days after the acceptance of an application", a supplementary note is that "since issue of this notice, the first time recorded freight range will come into effect immediately on the day of acceptance of the application"; other supplementary provisions include "Shanghai Shipping Exchange and its staff should keep freight records confidential"; penalties and regulatory requirements have also been further refined.
